Finance Ministry notifies Name Change of Chinese Hydrofluorocarbon Exporter following ADD Imposition
The ADD was imposed on the exporter following findings that the Chinese exporter used to import HFC components to India at prices below their normal value.

The Ministry of Finance has formally notified a change in the name of a prominent Chinese exporter following the imposition of anti-dumping duties (ADD) on two categories of hydrofluorocarbon (HFC) products.
As per two separate notifications both of which are dated July 15, 2025, the Central Government has amended earlier notifications to update the name of the HFC exporter from “Shandong Dongyue Chemical Co. Ltd.” to “Shandong Dongyue Refrigerants Co. Ltd.”.
The changes have been made effectuated for both the products “Hydrofluorocarbon (HFC) Component R-32” that falls under tariff sub-heading 2903 39 and “Hydrofluorocarbon (HFC) Blends (excluding blends 407 and 410)” that are covered under tariff item 3824 78 00 that originate in or are exported from China.

According to the designated authority’s final findings, the said products were found to be exported to India at prices below their normal value, resulting in dumping. This practice led to significant material injury and losses to the domestic industry that is involved in the manufacture and trade of the said products. Furthermore, a clear causal link was established between the dumped imports and the injury caused.

Consequently, the imposition of ADD was recommended and subsequently enforced via Notifications No. 75/2021-Customs (ADD) dated December 21, 2021 for HFC Component R-32; and No. 76/2021-Customs (ADD) dated December 22, 2021 for HFC Blends other than 407 and 410.

Subsequently, Shandong Dongyue Chemical Co. Ltd., submitted a request to the designated authority seeking amendment of its name to Shandong Dongyue Refrigerants Co. Ltd. The authority, after due consideration concluded that the request was strictly a name change and involved no alteration to the business’s fundamental nature or the company’s core activities.
The intent of these amendments are purely to reflect the new name of the exporter and has no bearing on the scope or enforcement of the existing anti-dumping duties on the specified HFC products imported from China.
