MCA’s New V3 Portal Disappoints Practitioners: Know these 25 Common Technical Glitches

Since the launch of the MCA Portal, many complaints have been raised with regard to the inconveniences caused by technical glitches in the MCA 21, V2 and V3 Portals.

The following complaints were raised regarding the MCA Portal, stating the bugs and technical glitches:

While registering and trying to log-in, the following issues were faced by professionals:

Users are not able to convert into ‘Business User’, In case of multiple IDs, one ID is to be cancelled by the back-end team and Users are not able to Login at V3 portal.

The following messages also appeared during the registration/login:

1. A user account already exists with the PAN provided. Please try to login, 2. A user account already exists with the Membership number provided. Please try to login. 3. Please file Form DIR -6 to update the address/mobile no. Email ID.”

In relation to Form CHG-I, many concerns were raised by Company Secretaries, Chartered Accountants and practising professionals.

4. The issues include, Form is not appearing in View Public Documents, 5. Particulars of Charge are not appearing in MCA Index of Charges Certificate of Registration of Charge is not generated, 6. Form is not getting downloaded, 7. 1st page is getting saved, but 2nd and 3rd pages are not getting saved, 8. While filing form, message appears — “Signatory is not registerea”, 9. DSC validation failure in Form CHG-I and at times, 10. the Users are unable to submit Form CHG -1.

With regard to the Charge ID association, while filing Form CHG-4, 11. after entering charge ID and clicking on pre-fill button, the message appears that “Charge ID is not associated with the Company”.

In form CHG-1/CHG-4,  12. the Users are unable to pre-fill CIN, 13. Email ID is prefilled as null and at times, 14. the registered office address is also not getting pre-filled.

Additionally, many issues were raised by practising professionals in regard to the e-filings LLP, 15. including Form 3 & Form 4 Glitches, 16. Filip not getting pre-filled after inserting DPIN of Partner, 17. Unable to file Form 4, 18. LLP 8 & LLP 11 Glitch, 19. Form LLP 3 & 4 Errors (Unable to file), 20. No pre-filling of LLP 3 & 4 contribution amount, 21. Unable to file Form 3 after fresh registration and 22. users being unable to resubmit Filip form saying SRN validity expired.

Some of the latest glitches in the MCA Portal include, but are not limited to:

23. Errors in filing reservation applications, 24. Unable to file SPICE+ Forms (False error of DSC not registered) and 25. Failed Payments (Error: Payment is restricted. Please try after 4 hours.)

Some aggrieved professionals also made remarks about the undue imposition of additional fees for portal-side issues. The complaints regarding the obstruction of workflow were also raised by professionals. One of the Professionals also raised a complaint about the expiry of forms after 15 days, having been forced to refill the form again.

A Chartered Accountant has filed a writ petition in Kerala High Court seeking redressal of the same.

In reply to some of the issues, the MCA had recently released a list of solutions on MCA21/V2/V3 Portal Issues last month, after an FAQ was released on LLP e-filing services and V3 Portal earlier last year.
