The Directorate General of Foreign Trade ( DGFT ), vide notification no. 25/2024 has issued amendment to Appendix 3 of the Special Chemicals, Organisms, Materials, Equipment, and Technologies ( SCOMET ) list, under Schedule 2 of the Indian Trade Classification ( ITC ) of Harmonized System ( HS ) for Export and Import Items, 2018.
This amendment has been made under the powers granted by Section 5 and Section 14A of the Foreign Trade (Development and Regulation) Act, 1992, in conjunction with Para 1.02 and Para 2.01 of the Foreign Trade Policy (FTP) 2023, which has been revised over time to meet evolving trade and regulatory needs.

The updated Appendix 3, detailing the SCOMET items, will soon be made available on the DGFT’s web portal under the section “Regulatory Updates” and the sub-section “Import, Export, and SCOMET Policy.”
The list includes dual-use goods, which can be employed for both civilian and military applications, as well as items related to nuclear, biological, chemical weapons, and missile technologies.
The notification highlights that a transition period of 30 days from the issuance date will be provided to allow industries and traders time to adjust to the changes. This transition period is important for businesses involved in the trade of SCOMET items, as it gives them sufficient time to review the revised classifications and ensure that they meet all compliance requirements before the new rules take effect.
