The Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry vide notification no. S.O. 3267(E) notified the Bolts, Nuts and Fasteners (Quality Control) Order, 2023. The notification came into force on 21st July 2023.
In accordance with the authority granted by sub-sections (1) and (2) of section 16, along with section 17 and sub-section (3) of section 25 of the Bureau of Indian Standards Act, 2016, and after consulting the Bureau of Indian Standards, the Central Government deems it necessary and expedient to issue the following Order in the public interest.
It was provided that for Small Enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, it shall come into force with effect from Nine months from the date of publication of this notification.
And with regards to Micro Enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, it shall come into force with effect from Twelve months from the date of publication of this notification.
Compulsory use of Standard Mark
Goods or articles specified in the column (1) of the Table below shall conform to the corresponding Indian Standard specified in column (2) of the said Table and shall bear the Standard Mark under a license from the Bureau as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018:
Provided that nothing in this Order shall apply to goods or articles manufactured domestically for export:
Provided further that nothing in this Order shall apply to goods or articles imported as a part of any finished good or sub-assembly or component:
Provided also that nothing in this Order shall apply to goods or articles imported by domestic manufacturer for manufacturing products for export:
Provided also that nothing in this Order shall apply to goods or articles manufactured domestically by an enterprise, registered under “Udyam portal” of the Ministry of Micro, Small and Medium Enterprises, wherein the investment in plant and machinery or equipment at original cost does not exceed twenty-five lakh rupees and the turnover does not exceed two crore rupees for the previous financial year as certified by a Chartered Accountant shall be exempted from implementation of the relevant Quality Control Order.
The authority for certifying and enforcing the products or articles listed in column (1) of the aforementioned Table shall be the Bureau. And anyone who violates the terms of this Order is subject to punishment under the 2016 Bureau of Indian Standards Act.
