The Directorate General of Foreign Trade ( DGFT ) has issued Trade Notice No. 02/2024-25 dated April 18, 2024, announcing the discontinuation of Safeguard measures on the import of Isopropyl alcohol ( IPA ) under Chapter 29 of ITC ( HS ) 2022, Schedule – I ( Import Policy ).

This decision follows previous notifications, notably DGFT Notification No. 64/2015-20 dated March 31, 2023, and Public Notice No. 04/2015-20 dated April 11, 2023, which had implemented country-wise Quantitative Restrictions ( QR ) on IPA imports for the period of 2023-24, effective from April 01, 2023, until March 31, 2024. These measures were subject to government review as deemed necessary.

In a clarification provided through Para 5 of the March 31, 2024 notification, it was explicitly stated that “the country-wise quantitative restrictions shall be effective for a period of one year only and will cease automatically on March 31, 2024.” However, inquiries from trade and industry sectors, as well as other agencies, prompted requests for official confirmation regarding the termination of these safeguard measures on IPA.

As per the latest announcement, the country-wise QR measures imposed on the import of Isopropyl alcohol ( IPA ) under HS code 29051220, as outlined in Notification No. 64/2015-20 dated March 31, 2024, have been discontinued with effect from April 01, 2024. Consequently, the import of IPA is now classified as “Free” without any Policy Condition.
